In the near future, the crime rate has risen a terrifying 500 percent, and as the body count climbs, the number of policemen dwindles. Left with little support, detective Frank McGuffin (Anthony Tomei) goes undercover to track down the vicious killers, but when he disappears, it's up to his girlfriend (Tierra Peterson) and the chief of police (Johnny Andrews) to end the bloodbath once and for all.
